Oiled Wildlife Reporting
- If you observe oiled wildlife please call the Washington Military Department’s Emergency Management Division (EMD) at 1-800-258-5990.Be ready to provide your location, number of animals observed, etc. EMD will notify the Washington Department of Ecology (as a possible oil spill) and other applicable local response organizations. The Department of Ecology will notify the Department of Fish and Wildlife.

Vessels of Opportunity (VOO) Program
Vessels Of Opportunity (VOO) are local commercial or recreational vessels identified to assist in responding to large oil spills in Washington, a rare but potentially devastating occurrence. Vessel owners who volunteer to be VOO will supplement the system of organized, professional spill responders that are already in place throughout the state.
